Customs clearance is a common bottleneck at Berbera, so this guide walks through the documents, steps and costs importers should plan for. Procedures, tariffs and carrier terms change, so confirm each point with your clearing agent and Somaliland Customs before you ship.

Why Berbera
Berbera is Somaliland’s main commercial port and the gateway to the Berbera Corridor, the road that runs to Wajaale on the Ethiopian border. DP World holds a 30-year concession, with an automatic 10-year extension, through a joint venture with the Somaliland government in which it has 65% control. Its announced investment is up to $442 million, phased and dependent on port volumes. The first phase added a 400-metre quay and, as of 2021, three ship-to-shore gantry cranes. A second phase, announced in 2021, was to extend the quay to 1,000 metres and bring the total to ten cranes.
Better infrastructure does not remove the paperwork. Customs clearance is run by Somaliland’s Ministry of Finance, separately from federal Somalia, so rules you read about Mogadishu may not apply here.
Before the ship arrives
Start your paperwork before the vessel arrives so you are not paying storage while documents are chased. Ask your clearing agent how far ahead they need the documents.
Core documents:
- Bill of lading: issued by your carrier. The number of original copies required varies by carrier; Maersk’s Berbera page asks for three originals, so check with yours.
- Commercial invoice: itemised values, manufacturer details and Harmonized System (HS) commodity codes.
- Packing list: weights, dimensions, container numbers and seal numbers.
- Certificate of origin and any commodity-specific certificates: requirements depend on the goods, so ask Somaliland Customs or your agent which apply to yours.
Keep names, values and quantities identical across every document. Mismatches are a common reason for queries and extra inspection.
Some document providers say a Cargo Tracking Note (CTN) is required for sea shipments to Somali ports, including Berbera. Ask your agent whether it applies to your cargo.
Clearance step by step
- Secure the delivery order. Your clearing agent presents the endorsed bill of lading to the shipping line’s local agent in Berbera to receive a delivery order, which releases the cargo from the carrier to customs control.
- Lodge the customs declaration. Somaliland Customs operates a self-declaration system. Your agent declares the HS codes, values and cargo description, and you remain responsible for its accuracy.
- Assessment and inspection. Customs assesses the declared goods and may inspect them, so keep your documents ready for questions.
- Pay duties and fees. Pay through official customs channels, and ask your agent which payment methods are accepted before the cargo arrives.
- Port exit and inland transfer. Once cleared, you receive release documents and a gate pass. Maersk states that containers are not allowed outside the port gates: cargo is unloaded at the port and moved onto trucks there. Plan trucking accordingly, along the Berbera Corridor toward Hargeisa or Wajaale.
Costs and delays
Free time and demurrage. Each carrier sets its own terms, so check your contract. As one example, Maersk’s published Berbera terms from 2023 give 12 free days for dry containers and 6 for reefers. After free time, the daily charge for a 20-foot dry container was USD 10 for days 1 to 7 and USD 15 from day 8; for a 40-foot it was USD 20 and USD 30. Maersk also bills port storage separately, payable to the port operator. Shipper-owned containers are not subject to demurrage and detention. Check Maersk’s current page and your own carrier’s terms before relying on these figures.
Duties. Somaliland Customs works from a customs valuation list that it updates regularly, according to its own statistical reports. Ask Somaliland Customs or your agent for current duty rates, the valuation method and fees.
Do not rely on guides to Somalia’s federal system, such as SOMSAD declarations, SOMCAS or CIF-based duty. Somaliland has its own customs administration.
Three rules to avoid delays
- Keep your paperwork accurate and consistent. Do not accept promises that a shipment can be fast-tracked outside the official process. If documents or the declaration are wrong, the cargo waits. If your agent confirms an ECTN applies to your cargo, make sure it is issued before the vessel sails.
- Know your free days before the ship arrives. Demurrage accrues daily and can erase the margin on a shipment, so find your cutoff date in your carrier contract.
- Choose your clearing agent carefully. Ask for their registration or licence, references from other importers, and how they handle declarations and payments.
Check before you ship
This guide is general information, not legal or customs advice. Rules, tariffs and carrier terms change, so confirm the current requirements with Somaliland Customs, your carrier and a clearing agent before you commit cargo.
- Demurrage: a charge for keeping a carrier’s container inside the port beyond the free time.
- Detention: a charge for keeping it outside the port beyond the free time.
- HS code: the Harmonized System number that classifies your goods for customs.
- Delivery order: the document from the shipping line that releases your cargo to customs control.
